Riding 125cc with a B class licence as a foreigner

Hi!

I am from Austria and I ride my Vespa GTS 125 with a B class drivers licence. I read, that this is allowed in Poland now, if the B class licence is held for at least 3 years. But I also wanted to go for sure and asked the polish ministry of transport (http://www.mir.gov.pl/). I wrote a first email to the traffic departement in august 2014, but I got no answer. (I wrote in english.) In october, I wrote a second mail to the traffic departement/MIR and I also wrote to an address that sounds very official: "kancelaria @ mir ..." I got no answer. In november, I wrote to the Voivodeship Opole and to the Silesian Voivodeship. Surprise: I got no answer till now.

What can I do, whom can I ask? Who will give me an official statement?

Some EC member states modified their traffic laws and other modified their licence laws for riding with 125cc. Example: The Czech Republic allows foreigners to ride with 125cc (according to their traffic law) but Slovakia only modified the national licence law. Slovakia says, that only slovak licences cat ride 125cc. This is also the case in Belgium and Austria. Hungary and Switzerland issued a short course for holders of a B licence and a full A1 licence can be received without exam. EC licences are accepted in Spain, Portugal, Italy, Czech and Latvia.

I got no official answer from France and no official answer from Poland.

This is the part we are interested in. There's nowhere is said that you have to be Pole. 3 requirements:
1. Engine capacity can't be bigger than 125cm3 and max power 11kW (which is 15 HP)
2. power/weight ratio can't be bigger than 0,1kW/kg
3. you must have B license for 3 years or longer
